Although it is an advanced Inzektor, the effect is almost the deterioration of Mantis and grants penetration. Penetration doesn't help much, as Inzektor wrecks the field with his Hornet. Also, this card itself has to be sent to GY, so it takes a lot of time and effort. At most, it can be used to bring back monsters that have been removed by cost, using something like Revaier.
